Networks, Borneo and the islands where a second network pays
Maxis has the strongest overall footprint, including much of Sabah and Sarawak. CelcomDigi, the merged Celcom and Digi network, is close behind and stronger in parts of the east coast and the interior. U Mobile is competitive in the cities and thin outside them. YTL sells mostly urban 5G.
KL, Penang, Melaka and Langkawi are comfortable on any of them. Kota Kinabalu, the Kinabatangan river, Mulu and the Perhentians are where a single-network plan turns into an hour of walking around holding your phone up.

The classic routes here cross borders: KL to Singapore by train, Penang to Bangkok overland, or a Borneo leg that stays domestic but feels like another country.
Borneo is still Malaysia, so a Malaysian plan covers it, subject to the network caveat above. Singapore and Thailand are not, and that is where a regional plan pays for itself: one install, no border admin, roughly a third more per gigabyte. Does a Malaysian eSIM work in Sabah and Sarawak?
Yes, East Malaysia is covered by the same national networks and the same plans. Coverage is thinner than on the peninsula, especially along the rivers and in the national parks, so a plan permitted on two networks rather than one is worth the extra dollar there.
How much data do I need for two weeks in Malaysia?
About 6 to 8GB for maps, messaging, uploads and normal social use. Hotel and mall wifi is good in the cities and unreliable in the islands and national parks. 10GB is a comfortable ceiling for most trips.
Do I need to register a SIM in Malaysia?
